The TPIDR macro in tls_arm64.h is not used anywhere, so remove it
to reduce confusion.

The assembly is mostly a straightforward conversion of the
equivalent arm assembly.
This CL is part of a stack adding windows/arm64
support (#36439), intended to land in the Go 1.17 cycle.

Introduce GOOS=ios for iOS systems. GOOS=ios matches "darwin"
build tag, like GOOS=android matches "linux" and GOOS=illumos
matches "solaris". Only ios/arm64 is supported (ios/amd64 is
not).
GOOS=ios and GOOS=darwin remain essentially the same at this
point. They will diverge at later time, to differentiate macOS
and iOS.
Uses of GOOS=="darwin" are changed to (GOOS=="darwin" || GOOS=="ios"),
except if it clearly means macOS (e.g. GOOS=="darwin" && GOARCH=="amd64"),
it remains GOOS=="darwin".

This works well enough to run some code natively on arm64, but not well enough for more complicated code. I've been suggested to start a pull request anyway.

On android, runtime.tls_g is a normal variable.
TLS offset is computed in x_cgo_inittls.
