src/runtime/testdata/testprogcgo/threadprof.go contains C code with a
variable called nullptr. This conflicts with the nullptr keyword in
the C23 revision of the C standard (showing up as gccgo test build
failures when updating GCC to use C23 by default when building C
code).
Rename that variable to nullpointer to avoid the clash with the
keyword (any other name that's not a keyword would work just as well).

Use an enviroment variable rather than a build tag to control starting
a busy loop thread when testprogcgo starts. This lets us skip another
build that invokes the C compiler and linker, which should avoid
timeouts running the runtime tests.

And then revert the bootstrap cmd directories and certain testdata.
And adjust tests as needed.
Not reverting the changes in std that are bootstrapped,
because some of those changes would appear in API docs,
and we want to use any consistently.
Instead, rewrite 'any' to 'interface{}' in cmd/dist for those directories
when preparing the bootstrap copy.
A few files changed as a result of running gofmt -w
not because of interface{} -> any but because they
hadn't been updated for the new //go:build lines.
Fixes #49884.

The CgoExternalThreadSIGPROF test starts a thread at constructor time
that does a busy loop. That can throw off some other tests. So only
build that code if testprogcgo is built with the tag threadprof, and
adjust the tests that use that code to pass that build tag.
This revealed that the CgoPprofThread test was not testing what it
should have, as it never actually started the cpuHog thread. It was
passing because of the busy loop thread. Fix it to start the thread as
intended.

Go policy has been single space after periods in comments for some time.
The copyright header template at:

also uses a single space.
Make them all consistent.

Now there are just three programs to compile instead of many,
and repeated tests can reuse the compilation result instead of
rebuilding it.
Combined, these changes reduce the time spent testing runtime
during all.bash on my laptop from about 60 to about 30 seconds.
(All.bash itself runs in 5½ minutes.)
