CopyFS stipulates the permissions of the created files,
we should test them in the unit test.
* chmod x for testdata/x to test CopyFS for executable
* check the files permissions to ensure CopyFS follows the stipulated
convention

The testing.TestFS function assumes that the file system it's testing
doesn't change under it. Clarify this in the documentation and fix the
use of os.TestDirFS that's currently susceptible to this race.
Fixes #42637.

TempDir) from io/ioutil
io/ioutil was a poorly defined collection of helpers.
Proposal #40025 moved out the generic I/O helpers to io.
This CL for proposal #42026 moves the OS-specific helpers to os,
making the entire io/ioutil package deprecated.
For #42026.

When we seek on the underlying FD, discard any directory entries
we've already read and cached. This makes sure we won't return
the same entry twice.
We already fixed this for Darwin in CL 209961.
