Added implementations for *io/fs.subFS, os.DirFS, and testing/fstest.MapFS.
Amended testing/fstest.TestFS to check behavior.
Addressed TODOs in archive/tar and os.CopyFS around symbolic links.
I am deliberately not changing archive/zip in this CL,
since it currently does not resolve symlinks
as part of its filesystem implementation.
I am unsure of the compatibility restrictions on doing so,
so figured it would be better to address independently.
testing/fstest.MapFS now includes resolution of symlinks,
with MapFile.Data storing the symlink data.
The behavior change there seemed less intrusive,
especially given its intended usage in tests,
and it is especially helpful in testing the io/fs function implementations.

On Linux, a call to creat() is equivalent to calling open() with flags
equal to O_CREAT|O_WRONLY|O_TRUNC, which applies to other platforms
as well in a similar manner. Thus, to force CopyFS's behavior to
comply with the function comment, we need to replace O_TRUNC with O_EXCL.

Doing this because the slices functions are slightly faster and
slightly easier to use. It also removes one dependency layer.
This CL does not change packages that are used during bootstrap,
as the bootstrap compiler does not have the required slices functions.
It does not change the go/scanner package because the ErrorList
Len, Swap, and Less methods are part of the Go 1 API.

The safefilepath package was originally added to contain
the FromFS function. We subsequently added FromFS to path/filepath
as Localize. The safefilepath package now exists only to permit
the os package to import Localize.
Rename safefilepath to filepathlite to better indicate that it's
a low-dependency version of filepath.

This will fail because epoll_ctl() fails on directory FDs, so we
end up issuing unnecessary syscalls. My test program that calls
filepath.WalkDir on a large directory tree runs 1.23 ± 0.04 times
faster than with the original implementation.

Add the Localize function, which takes an io/fs slash-separated path
and returns an operating system path.
Localize returns an error if the path cannot be represented on
the current platform.
Replace internal/safefile.FromFS with Localize,
which serves the same purpose as this function.
The internal/safefile package remains separate from path/filepath
to avoid a dependency cycle with the os package.

io/ioutil was a poorly defined collection of helpers.
Proposal #40025 moved out the generic I/O helpers to io.
This CL for proposal #42026 moves the OS-specific helpers to os,
making the entire io/ioutil package deprecated.

The refactoring of this code while adding ReadDir stopped
pre-allocating a 100-entry slice for the results.
That seemed like a good idea in general, since many
directories have nowhere near 100 entries, but it had the
side effect of returning a nil slice for an empty directory.
Some “golden” tests that are too sensitive about nil vs not
inside Google broke because Readdirnames(-1) was now
returning nil instead of []string{} on an empty directory.
It seems likely there are other such tests in the wild, and
it doesn't seem worth breaking them.
This commit restores the non-nil-ness of the old result,
without restoring the excessive preallocation.

These are the core interfaces for the io/fs design.
See #41190 and https://golang.org/s/draft-iofs-design for details.
DirEntry was left behind in the previous move from os
but is needed for ReadDirFile, so it moves in this commit.
Also apply a couple comment changes suggested in
the review of CL 261540.

ReadDir provides a portable, efficient way to read a directory
and discover the type of directory entries.
This enables a more efficient file system walk, yet to be added.
See #41467 for the proposal review for the API.

Code movement only.
If someone finds function 'foo' in "foo_linux.go",
they will expect that the Window version of 'foo' exists in "foo_windows.go".
Current code doesn't follow this manner.
For example, 'sameFile' exists in "file_unix.go",
"stat_plan9.go" and "types_windows.go".
The CL address that problem by following rules:
* readdir family => dir.go, dir_$GOOS.go
* stat family => stat.go, stat_$GOOS.go
* path-functions => path_$GOOS.go
* sameFile => types.go, types_$GOOS.go
* process-functions => exec.go, exec_$GOOS.go
* hostname => sys.go, sys_$GOOS.go
