This change mechanically replaces all occurrences of interface{}
by 'any' (where deemed safe by the 'any' modernizer) throughout
std and cmd, minus their vendor trees.
Since this fix is relatively numerous, it gets its own CL.
Also, 'go generate go/types'.

Doing this because the slices functions are slightly faster and
slightly easier to use. It also removes one dependency layer.
This CL does not change packages that are used during bootstrap,
as the bootstrap compiler does not have the required slices functions.
It does not change the go/scanner package because the ErrorList
Len, Swap, and Less methods are part of the Go 1 API.

When decoding a struct, if a positive delta is large enough to overflow
when added to fieldnum, we would panic due to the resulting negative index.
Instead, catch this problem and produce an error like we do with
negative delta integers. If fieldnum ends up being negative or smaller
than state.fieldnum, the addition overflowed.
While here, remove an unnecessary break after an error call,
since those error functions cause a panic.
Fixes #55337.

And then revert the bootstrap cmd directories and certain testdata.
And adjust tests as needed.
Not reverting the changes in std that are bootstrapped,
because some of those changes would appear in API docs,
and we want to use any consistently.
Instead, rewrite 'any' to 'interface{}' in cmd/dist for those directories
when preparing the bootstrap copy.
A few files changed as a result of running gofmt -w
not because of interface{} -> any but because they
hadn't been updated for the new //go:build lines.

The docs say:
If the input is at EOF, Decode returns io.EOF and does not modify e.
However, the added test fails:
--- FAIL: TestDecodePartial (0.00s)
encoder_test.go:1263: 31/81: expected io.ErrUnexpectedEOF: EOF
encoder_test.go:1263: 51/81: expected io.ErrUnexpectedEOF: EOF
In particular, the decoder would return io.EOF after reading a valid
message for a type specification, and then hit EOF before reading a data
item message.
Fix that by only allowing a Decode call to return io.EOF if the reader
hits EOF immediately, without successfully reading any message.
Otherwise, hitting EOF is an ErrUnexpectedEOF, like in other cases.
Also fix a net/rpc test that, coincidentally, expected an io.EOF
as an error when feeding bad non-zero data to a gob decoder.
An io.ErrUnexpectedEOF is clearly better in that scenario.
Fixes #48905.

The old ioutil references are still valid, but update our code
to reflect best practices and get used to the new locations.
Code compiled with the bootstrap toolchain
(cmd/asm, cmd/dist, cmd/compile, debug/elf)
must remain Go 1.4-compatible and is excluded.
Also excluded vendored code.

The general policy for the current state of js/wasm is that it only
has to support tests that are also supported by nacl.
The test nilptr3.go makes assumptions about which nil checks can be
removed. Since WebAssembly does not signal on reading a null pointer,
all nil checks have to be explicit.

Tinkering with the gob package shows that is currently possible to
*completely destroy* Int slices encoding without triggering a single
test failure.
The various encInt{8,16,32,64}Slice methods are only called during the
execution of the GobMapInterfaceEncode test, which only encodes a few
slices of length exactly 1 and then just checks that the error
returned by Encode is nil (without trying to Decode back the data).
This patch adds a few tests for signed integer slices encoding.

Do not panic when we encounter nil interface values which are
invalid values for gob. Previously this wasn't caught yet
we were calling reflect.*.Type() on reflect.Invalid values
thereby causing panic:
`panic: reflect: call of reflect.Value.Type on zero Value.`
which is a panic not enforced by encoding/gob itself.
We can catch this and send back an error to the caller.

Fixes #16258.
Docs for Encode and EncodeValue do not mention that
nil pointers are not permitted hence we panic,
because Gobs encode values yet nil pointers have no value
to encode. It moves a comment that was internal to EncodeValue
to the top level to make it clearer to users what to expect
when they pass in nil pointers.
Supplements test TestTopLevelNilPointer.

The tree's pretty inconsistent about single space vs double space
after a period in documentation. Make it consistently a single space,
per earlier decisions. This means contributors won't be confused by
misleading precedence.
This CL doesn't use go/doc to parse. It only addresses // comments.
It was generated with:
