[dev.simd] simd, cmd/compile: rename some methods
generated by simdgen CL 692556
these are the "easy" ones
SaturatedOp -> OpSaturated
PairwiseOp -> OpPairs
OpWithPrecision -> OpScaled
DiffWithOpWithPrecision -> OpScaledResidue
