go/doc/comment: add text wrapping
[This CL is part of a sequence implementing the proposal #51082.

Implement wrapping of text output, for the “go doc” command.
The algorithm is from D. S. Hirschberg and L. L. Larmore,
“The least weight subsequence problem,” FOCS 1985, pp. 137-143.
