cmd/compile/internal/noder: write V2 bitstream aliastypeparams=1
Enables V2 unified IR bitstreams when GOEXPERIMENT aliastypeparams
are enabled.
Allows pkgbits.NewPkgEncoder to set the output version.
Reenables support for writing V0 streams.
