liblink: require use of TYPE_ADDR, not TYPE_CONST
Add Addr-checking for all Progs on input to liblink, in liblink/pass.c, including requiring use of TYPE_ADDR, not TYPE_CONST. Update compilers and assemblers to satisfy checks.
