cmd: update golang.org/x/arch for riscv64 disassembler
Update to a newer version of golang.org/x/arch, in order to bring in
changes to the riscv64 disassembler, including support for vector and
zicond instructions:
go get golang.org/x/arch@fea4a9e
go mod tidy
go mod vendor
