cmd/link, cmd/internal/obj: use encoding/binary for varint
This code was written before the c2go toolchain conversion.
Replace the handwritten varint encoding routines
and the handwritten unsigned-to-signed conversions
with calls to encoding/binary.
Passes toolstash-check.
