crypto/tls: add QUICErrorEvent
Add a new QUICEvent type for reporting errors.
This provides a way to report errors that don't occur as a result of
QUICConn.Start, QUICConn.HandleData, or QUICConn.SendSessionTicket.
Fixes #75108
