Revert "runtime: fix memclrNoHeapPointersPreemptible"
This reverts CL 756122.
Reason: Adding preemptible memclrNoHeapPointers exposes existing unsafe
use of notInHeapSlice, causing crashes. Revert the memclr stack until
the underlying issue is fixed.
For #78254.
