all: create index page for all proposals

The proposal is grouped by its status: Draft, Incoming, Active, Hold,
Accepted, Declined, and Withdraw; then ordered by issue number, not by
created date or last updated, in descending order (the latest proposal
is at the top).

This patch fall into category nice-thing-to-have for local user that
want to read proposal offline using any markdown tools.
