internal/godoc: remove GOOS and GOARCH from source
As argued in the previous CL (https://golang.org/cl/c/289676), GOOS
and GOARCH shouldn't be stored in the encoded source. Instead of
leaving them empty, remove them entirely.
The codec logic will skip those fields when it encounters them in
existing serialized data.
