go.mod: run 'go mod tidy'
Done with 'go mod tidy' using go1.21.0.
This uncovers that some deprecated packages and types are used.
Temporarily change the SA1019 check to use zero exit code, and
the next CL moves to non-deprecated packages and re-enables it.
