chacha20: extend ppc64le support to ppc64
This requires fixing an incorrect save of the counter. It is a word value. It happens to work on LE because length is limited to u32. Refactor the constant table to load correctly independent of byte ordering. Add byte order swapping where output needs converted to LE ordering for storage.
