Merge branch 'vp/http-rate-limit-retries'
The HTTP transport learned to react to "429 Too Many Requests".

strbuf_attach: fix call sites to pass correct alloc
strbuf: pass correct alloc to strbuf_attach() in strbuf_reencode()
