Merge branch 'ps/build-sign-compare'
Start working to make the codebase buildable with -Wsign-compare.

compat/win32: fix -Wsign-compare warning in "wWinMain()"
compat/regex: explicitly ignore "-Wsign-compare" warnings
git-compat-util: introduce macros to disable "-Wsign-compare" warnings
