builtin/repack.c: reorder `remove_redundant_bitmaps()`

The next commit will inline the call to `remove_redundant_bitmaps()`
into `write_midx_included_packs()`. Reorder these two functions to avoid
a forward declaration to `remove_redundant_bitmaps()`.
