On Linux a signal sent using tgkill will have si_code == SI_TKILL,
not SI_USER. Treat the two cases the same. Add a Linux-specific test.
Change the test to use the C pause function rather than sleeping
for a second, as that achieves the same effect.
This is a roll forward of CL 431255 which was rolled back in CL 431715.
This new version skips flaky tests on more systems, and marks a new method
nosplit.

When these packages are released as part of Go 1.18,
Go 1.16 will no longer be supported, so we can remove
the +build tags in these files.
Ran go fix -fix=buildtag std cmd and then reverted the bootstrapDirs
as defined in src/cmd/dist/buildtool.go, which need to continue
to build with Go 1.4 for now.
Also reverted src/vendor and src/cmd/vendor, which will need
to be updated in their own repos first.
Manual changes in runtime/pprof/mprof_test.go to adjust line numbers.

This fixes the unexpected growth of stack in child process, which
is caused by stack checking code in runtime.sigfillset called from
runtime.sigset while clearing the signal handlers in child process.
The redundant stack checking code is generated due to missing
'//go:nosplit' directive that should be annotated for
runtime.sigfillset.

os_linux_{be64,noauxv,novdso,ppc64x}.go files
They do not match the file name patterns of
*_GOOS
*_GOARCH
*_GOOS_GOARCH
therefore the implicit linux constraint was not being added.

On 64-bit big-endian GNU/Linux machines we need to treat sigset as a
single uint64, not as a pair of uint32 values. This fix was already made
for s390x, but not for ppc64 (which is big-endian--the little endian
version is known as ppc64le). So copy os_linux_390.x to
os_linux_be64.go, and use build constraints as needed.
