go/printer: format doc comments
[This CL is part of a sequence implementing the proposal #51082.
The design doc is at https://go.dev/s/godocfmt-design.]
Use go/doc/comment to reformat doc comments into a
standard form, enabling future expansion later and generally
making it easier to edit and read doc comments.
For #51082.
