rename "alternate_object_database" to "object_directory"

In preparation for unifying the handling of alt odb's and the normal repo object directory, let's use a more neutral name. This patch is purely mechanical, swapping the type name, and converting any variables named "alt" to "odb". There should be no functional change, but it will reduce the noise in subsequent diffs. There are many places in the codebase that want to iterate over all packfiles known to Git. The purposes are wide-ranging, and those that can take advantage of the multi-pack-index already do. packfile: keep prepare_packed_git() private

The reason callers have to call this is to make sure either packed_git or packed_git_mru pointers are initialized since we don't do that by default. Sometimes it's hard to see this connection between where the function is called and where packed_git pointer is used (sometimes in separate functions). In a process with multiple repositories open, packfile accessors should be associated to a single repository and not shared globally. object-store: migrate alternates struct and functions from cache.h

Migrate the struct alternate_object_database and all its related functions to the object store as these functions are easier found in that header.
